Referring to IPC-6012, Par. 3.6.2.3.   "Multiple voids between two adjacent
plated though holes in the same plane shall not have voids that same plane
shall not have combined length which exceeds those limits."  For class 2 and
3, this is 0.003 inch. See also Par. 3.6.2.4 that states the same for cracks.


I am not sure that you can designate it resin-starved when you view
resin-starvation in a vertical microsection.  The microsection may show up as
multiple tiny voids, a kind of foam, a cracking or nothing at all.  Most
often this type of feature is seen in visual exanination, and IPC-A-600 has
some good pictures of this.  IPC-6012 says to go to IPC-A-600 for some of
those defect visually seen in the board, such as crazing, measling etc.
