Yes, there is a spec, which I will look up Monday when I come in. Basically it says that the hole shall be no closer than the hole diameter or board thickness, whichever is smaller. It might be in 275. If you only have half a hole it's usually called a slot. The rule is so that you don't have a breakout or fracture of the hole to the board edge.
