Steve,
      In addition to agreeing with Jim's reply, I would like to add one other
caution based on your comment about Receiving Inspection.  If your company is
still paying receiving inspectors to 100% inspect the incoming boards, they
are wasting their money, delaying incoming inventory and creating a false
sense of security.  If the incoming quality is that unstable they are buying
from the wrong shops.  If you are receiving a high percentage of x-outs,
inspect the x-outs long enough to learn where your supplier's problems are.
 Work with them to improve their process or buy from a shop that better fits
the technology level of your boards.
