David, When I use to work for a fab house we use to take and push the buss bar down from the board edge and add in vias. These vias were used to access the "top" side of the board. "Top" being the opposite side you are testing. You may ask how we got rid of the buss bar. One of two ways, shear it or rout it. If you shear it I would highly recommend the use of shear marks. This is a single sided tester. (Yes I know, believe it or not some of us still use single sided testers) Testing the fingers on the pin side is not a problem, but testing the fingers on the far side at the same time is. We currently jump through hoops to guarantee a 100% test on boards of this type. In the past we've resorted to using clam shells (expensive), flip test (useless with tented vias) and strips of thin core material (a pain to make). The thin core material has a finger pattern that matches the board. The part of the strip that contacts a far side finger has a dimple. The other end of the strip contacts a probe from the bed. The strip is held in place by tape. It works but it's very inconvenient.
