Check out IPC-TM-650, Method 2.4.8. It lists the required angle, rate, and measurement method to use. All of which have an influence over the results. Also, Section 5.8.3 has a test pattern that you can use. To get the peel started, I always used an Exacto-Knife to lift the copper foil off the laminate. Be extremely careful though.
