Vijay, To add to others' comments, assuring reliability of SM attachment or other features can have a significant cost. Of course, not doing it can be more costly down the road. Some organizations also found that reliability can give them an edge and thus do not wish to share their data, models or other best practices. The opposite can also happen. E.g., Motorola was very open in presenting the results of their BGA reliability studies. In that case, industry's acceptance of the technology was a strongly motivating factor (in my opinion).
