LMorse,
     Your placement equipment's software should be able to help you.  It 
     keeps track of the number of picks and attempts for each location.  
     You can study these numbers for a week and finding out the average for 
     the machine and part it's capability of placement. You will note that 
     for each assembly machine program , machine calibration and 
     maintenace, part characteristics, machine setup, end of tape, machine 
     vision calibration, pcb layout & pads affect the attrition rate. 
     Attrition can vary from less than 1% to as much as 3%. Another waste 
     is using a leader with components. Require your supplier to add what 
     your requirement for tape lead and end lengths without components. 
     Typical average is about 2% on reels up to 1500 and less than 50pcs 
     for larger reels up.
