The test equipment we use is: Industrial Instruments Inc. Cedar Grove, NJ Serial #432 Model PA5 152x23 This machine allows us to control the rate that the voltage increases. The test proceeds at ever increasing voltages until the dielectric fails (it actually burns through), and the test probes short out to each other. The samples need to have all of the copper removed. They also have to be large enough that the voltage cannot track across the surface and short out around the edges. Good luck! I will study again the ASTM, with the latest version. I guess my confusion for D149 comes from language problem because ASTM use less figures than IPC standard.
