Frank: Try investigating CEM1. This is a paper phenolic material with a layer of fiberglass on top. Much stronger than FR-2 and is used by the Japanese and other Asian manufacturers for SMT quite often. You can not have plated thru holes. THru holes need to be silver plated thru holes. Silver plated thru holes are a polymer thick film made conductive with silver particles. THis is screened into holes to make a connection from the top to the bottom of the board. FR2 and SMT are not a good mix. I only use FR2 on small thru hole PCBs. I fear you will have serious yeild problems that would cost considerably more than FR4 will. FR2 will warp considerably and cause component level problems after reflow.
