RF engineers measure the effectiveness of a controlled impedance line 
     most often by sweeping a circuit out to a certain frequency with a 
     network analyzer.  PWB houses measure controlled impedance lines with 
     TDRs.
     
     What is the best way to specify controlled impedance line testing on a 
     drawing to satisfy both parties?  Just spec the rise time for the TDR? 
     Is there a better way?
