John, A word of caution on low-mercury lamps. At a recent (Feb. 97) 2-Day RCRA seminar at Arizona State University, we were warned specificly that some Phillips Alto lamps will fail the Hg test, which could put you in violation if you are not handling them as a universal waste. I don't know Phillips' position on this, perhaps they disagree and could prove otherwise. I have not heard of any fluorescent lamps completely free of Hg.
