There is not a perfect answer to this question. I say this because there will not be an established QPL for the J-STD-004, 005, and 006. My opinion is that the material vendors have done sufficient testing to indicate that they have performed qualification testing per 004, 005, and 006. However as the 004 and 005 are based on residue activity (L-Low, M-Medium and H-High) as opposed to R RMA and RA, I would expect to see some reclassifications by the vendors which must be taken into account by the users.
