There are lots of Taiwan PCB fabricators using tin/lead for Tin/lead PCB surface finish while there are PCBA manufacturers using tin/lead solder pastes

Are PCB assembly companies in Taiwan allowed to use Tin Lead chemistry at all? (either Wave solder, paste, or 63/37 solder wire)
