A number of years ago I reviewed this problem within our plants. I totally agree with Dean that constant monitoring is the way to go. If you want to get really high compliance, then hook the constant monitors up to a network interface and start sending operators automatic emails if the ratio of their connected time to their total time-in-plant appears out-of-whack! In order to not be viewed as a dark overlord, in any case you should provide the times automatically to the workers as a service to help them fill out their time sheets correctly. The Constant Monitoring systems used in Tier 4 companies for the wrist straps are easily expanded to ESD flooring in and around the assembly areas where the components are usually outside of their Faraday packaging. Constant monitors can be set up to go through the operator to the floor ground in the immediate area. An alternate would be to use your ERP system linked to the work order operation for the SMT line to the passing ESD testing. So the technician could not log into the work order operation without first passing ESD testing. Our ERP system handles the ESD test results and would venture that it would be easier to create software links to the WO operations. If an operator decides to enter the room without going through the ESD check entrance, once the operators scans their card at the SMT line, the machine (s) would be disabled since they did not pass or go through the ESD check. If that sounds like a crazy idea, what are other factories doing to ensure every operator has been checked for proper ESD compliancy within ESD controlled zones?
