It doesn't look like they will break off or cause any shorting potential. I would not replace them. But, I would not try to get the AOI to pass them either. I wonder what the component drawing looks like. I might reject the reel of parts. It is as you say sloppy. I'm curious on what everyone's thoughts are regarding the extra piece of solder extending out on the body of the resistor? I've tried to remove the extra solder but it is attached and doesn't come free.
