The answer of course is "It Depends". I agree that 10 minutes is the minimum in most specs. If the ROSE is being used as a product acceptance metric (not recommended, but done) then people do not test more than 10 minutes because any more is likely to result in higher numbers which could lead to product rejection. If the ROSE is being used for process control, which is what it is supposed to be used for, if the value continues to climb at 9, 10, 15, 20 minutes, you have a problem on the board that you need to investigate. You want to go till you don't see change. If you never get there, then you probably have a bad solder mask or something else that is chemically breaking down. If you are starting with the assumption that what you're looking for is reasonably soluble in 75/25, then the 10 to minutes is likely appropriate. What you watch for is asymptotic decrease in extraction rate, and compare that against your pass/fail threshold.
