I totally understand Pete's situation as well as other CEM's. Many of my clients are CEMs. What they like to do is get the finished layer-one SMT gerber file, and use it to create a stencil file. That way they maintain control over the stencil used to build their customer's assemblies. Whenever you have a PWB, you have the final gerber file somewhere. I would very much prefer to have a CAD library full of proper stencil apertures that I created with input from process engineering.
