I am quite surprised that you had a problem with HAL/HASL SN100C. We allow HASL of SN100C/SACX/SAC and the various combinations of SnCu that are on offer and I don't recall a solderability issue since RoHS day (-1 year!). We process lots and lots of boards with these finishes. I wish ENIG were as trouble free. We solder with SN100C in our solder bath and it has been a fairly painless transition from a SAC alloy that we originally used.
