My 2 cents of opinion : Base on my experience, inspector who are require to perform inspection to bare boards (printed circuit boards) and assembled PCB, they shall be certified to both 600 and 610. They are not certified to 001 base on the rationale that their scope of work do not require them to be hand-on (perform soldering). If you need the inspector to perform inspection to cable and harness, then 620 is also required. Having said that, it does not mean that a 600 certification will provide the inspector with the knowledge on the material specifications and properties. Finally, it still boil down to the company's policy and rationale and how they view 'Quality'.
