How far from the end of the component was the bend? I can't tell from the pic. I wonder if chipping is bound to happen if the components must be bent that close to the body. That is to say, that chipping is inevitable due to the bend being that close; if the PCB design requires it that close, well, it's inevitable to have either lots of thrown-out resistors, or assemblies with resistors that are chipped. AFAIK that is just paint chipping, not damage to the resistive element.
