Paper/cardboard (unplasticised) is made from cellulose which is hygroscopic. The absorbed humidity is sufficient to prevent static charges from forming under all normal conditions; in fact, you would have to work really hard to give it a charge even in low relative humidity conditions. When I was a kid, we cut strips of kraft paper, about 8 cm wide, held them in front of an electric radiant heater for about 10 minutes (I guess they reached about 100°C), rubbed them like hell on a trouser leg, and made some tissue paper figurines dance up to them.
