Strong radiation can kick an electron off a water molecule, leaving H2O+, a reactive free radical, i.e. a molecule with an unpaired electron. Unstable free radicals will quickly react with other molecules, and this can have deleterious effects on living organisms. The H2O+ in beauty products just means the product contains humectants, chemicals that absorb and retain water, such as glycerol. Retained moisture improves the appearance and texture of skin and hair. H2O+ radicals would have the opposite effect.
