Our mechanical engineer also said a lot of folks use 1/3 the board thickness as the default for web thickness (ergo 14 mils), so based on that, 19 seems a little too thick.

I know that this is a difficult question to answer without more information.  Anything would help.

On a 0.042" thick array of 5-up DIMM modules (very similar to the ones you use in your desktop computer), would you consider a 19 +/-1.5 mil web too thick and risky?
I see no indication of skip scoring.
