Sounds like the technician isn't carefully bending the coupon back and forth to carefully break the V score. If the couponis just bent down until it breaks then there is a tearing action, resulting in halowing and delamination. The other possibility if the length is long is that the correct tool wasn't provided or the vendor isn't actualy holding the tolerance on the depth of the V-score. In the Grainger catalog there is a welder vice grip which has two large plates welded to a pair of vice grips. This hand tool spreads the stress evenly across the break-away rail or coupon and will prevent delamination if used correctly. I've had that happen several times with one vendor.
