ANSI/ESD S 20.20 was produced in response to a Defense Standardization Office request to the ESD Association in the late 1990's to develop an industry replacement for MIL-STD-1686. That process took about 2 years and 20.20 was published as an ANSI accredited ESD Association standard in 1998. It was adopted by DOD shortly thereafter. With respect to the Air Force, ANSI/ESD S 20.20 is the ESD Program Development Standard that Program Offices should be administering in acquisition contracts for any weapon system/subsystem particularly those that are electronics driven (i.e. Avionics). Thus all Air Force OEM and subcontractors should be developing their respective ESD Control program based on the provisions outlined in 20.20. Air Force operational and depot organizations must use Technical Order (TO) 00-25-234, Section VII for the development and execution of those ESD Control Programs. The TO is consistent with the contents of 20.20 but does contain unique processes that are equally unique to the operational environment of the Air Force. I was co-chairman of the ESD Association's 20.20 development working group and also orchestrated DOD approval of the final published document.
