Without the tables in front of you it is confusing, so allow me to clarify my question a little- It appears to me that, for the large pitches, the "qualification" requirement was accidently made easier than the "process control" requirement. Were as, with the smaller pitches, the qualification requirement is tighter than the process control. But when lumped with the other requirements... I guess that it is not 100% clear that it was an accident.
