Hello Richard, I don't really have a recommendation for a vendor per se, but I have had some experience with castellated boards in the past, both as a PCB fabricator and as a customer. Almost all my experience was with Teflon based PCBs, which are quite a bit softer than FR4. They can be a pain to singulate without tearing away the plating. I've tried routing with several styles of bits, with varying results, but the best results I've seen were PCBs singulated using a dicing machine, which is apparently a machine used to singulate silicon die. As for FR4 castellated PCBs, I can only recall one, which we purchased from Vermont Circuits. You might also want to contact Cosmotronic in Irvine, CA.
