Yes, Dave is right. I had them too and had fun popping the big ones. See that the leads which are at the ends of the part-look like mounting spacers- don't have this defect because they are from a different batch of leads and are OK. There is a big chance that leads with this defect would have been OK for through hole mounting and would have passed without detection of the plating with excess of organic brighteners .
