This is serious post-separation. Didn't you catch it at your final cross-sections? Drilling quality is not the only problem. As a PCB manufacturer, we need to understand quality is not just about passing ET, but also about long term reliability, especially when you are dealing with non-consumer products. And it is PCB manufacturer's responsibility to ensure long term reliability based on whatever specs you are building to. If you think you build the boards to the spec, then you need to find out what kind of assembly cycles and working conditions the parts went through to see if the spec is adequate for the products. If the spec given by customer is not adequate, then you may have a good argument. I don't believe there are any non-destructive way of separating the bad ones. The customer will not have confidence with any method. The best thing to do is implementing corrective actions and replacing all the questionable parts ASAP.
