One training tool I've always liked to align the inspectors is a board with some problems, some obvious and some not so obvious. I would have an inspector mark all the defects with arrows. I then would Xerox it and remove all the arrows. Have the next inspector do the same thing and so on. At the end get everyone together and discuss their findings comparing the photo copies of the boards and the inspection criteria. It works great for dialing in the process and getting everyone on the same page. You can do the same thing for the soldering people to make sure that they are not overdoing it with their soldering irons.
