If you're manufacturing is already into high end equipment they'll tend to output a higher quality level than the minimum requirements already and IPC610 Class 3 is fairly straight forward, as has been said in previous posts, design, training etc. If you're coming from mainly consumer and lo cost stuff it could be more challenging. J-STD-001 Class 3 is an entirely different thing, some of the class 3 requirements is a real challenge unless you have some very sofisticated (and expensive) "shop floor management" systems. Unlike for instance IPC600 where the other standards are tied in, J-STD-001 doesen't automatically follow 610 but has to be specified by contract. Class 2 is pretty straight forward but I would't venture into a contract specifying J-STD-001 Class 3 without some serious consideration on both viability (design, logistics etc.) and pricing.
