I believe IPC allows 20% overhang which avoids rework from placments that are alittle off and didn't correct during reflow. 

In your case you'd have to be concerned with the placement accuracy and potential rework since the design is taking up almost all of the tolerance.

We have a case where we are putting a 2512 package resistor in a location 
that was designed for a 2515 package resistor.  There will not be any 
overhang in the X direction, but there will be a 14% overhang in the Y 
direction.  Does anyone know the effects of vibration on SMT part overhang?
