Dewey, there is a difference between normal static and marriage static. Lots of things will dissipate normal static. Roses are the only thing that I have found that dissipate marriage static, at least that I can afford. The answer to the question of having a permanent static dissipative surface from a coating is of course "It Depends". I have done some evaluations of Techspray Licron and like it. It does make a surface fairly static dissipative, but does not have very good chemical resistance. So for normal wear and tear it might be OK, but if there are any chemicals being used in the area, like flux, flux cleaners, coatings, thinners, etc., then probably not. There is a coating manufacturer whose claims that their coating when applied will make a fixture permanently static dissipative. Any thoughts? Thanks...
