The telecommunication companies have been using R0L0 and RoL1 RMA type ("Leave Behind") fluxes for a very long time on products that require 25+ years of reliability. Even in the telecommunications wireless world with frequencies up to a couple of GHz these fluxes are used without cleaning. Now if you tell me that you need to clean Hi-Frequency boards otherwise you'll have inductive crosstalk then I'd believe that but it would depend heavily on your definition of "Hi-Frequency". The ROL0 and ROL1 fluxes are more difficult to clean, solvents are required and are expensive, water soluble fluxes are much easier to completely remove, and at the same time all of the commercial side of the industry has typically gone to no-clean flux formulations.
