Your written ESD control program should be in accord with ANSI/ESD S20.20, for the Development of an Electrostatic Discharge Control Program for - Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices). This document was issued in 1999, and updated in 2007. When updated the guidance sections were deleted. Guidance can be found in the 132 page Handbook ESD TR20.20-2008. S20.20 can be downloaded for free from the ESD Association web site at www.ESDA.org where the Handbook can be purchased. The Handbook has about 10 pages covering "Developing an ESD Control Program Plan". The ESD Association and the IEC are harmonizing, so much so that the ESD Association is no longer using the word appendix, but now using the word annex. The equivalent to S20.20 is IEC 61340-5-1 Edition 1.0 2007-08 Electrostatics - Part 5-1: Protection of electronic devices from electrostatic phenomena General requirements. Its User guide PD CLC/TR 61340-5-2:2008 has an Annex A which is "Example ESD control document based on IEC 61340-5-1".
