Some suppliers are able to replace the defective PCB's in a pannel. For you that means 0 X-outs and the supplier is able to use all the good PCB's he produces. Should be a costreduction for you. If you are concerned, keep the allowable number of x outs in a panel to a low percentage, something a good fabricator normally yileds.
