The gold would likely be masked with hi-temp tape (or other method if available), then board would go through HASL process. Otherwise, gold plated would be non-existent and HASL solder bath would become contaminated with gold. Are the areas to be gold-plated edge-card fingers, switch contacts, or something similar? Likely reflects an attempt at cost-savings by minimizing gold use.
