Even though there is no industry standard and the problem itself is just cosmetic, excessive scratches shows poor craftsmanship and poor quality management. I will raise concerns on other potential quality issues if I were the customer.
Find the root causes, train the operators well and try not to argue with the customers. Tell them how you will improve the situation next time and actually do it. Most customers are reasonable but since many of your customers are agents/brokers they probably don’t want to be in trouble with the end customers.
Some of these improvements require actions from upper management. As the quality engineer/manager, your job could probably be easier if you bring those customers’ complains to upper management’s attention, not just try to fence off on your own.

Currenly I am also facing alot of probems with my customer in this area, although scratches usally do not affect the function of the boards but customers are always asking for perfect boards. Hopefully someone can advise me where to get supporting documents to talk to our customers.
