If you are concerned about the mask, is it blistering, not measling? Measling will be white dots in a pattern. It's usually caused by thermal stress. The fiber bundles separate at their intersections. It's not uncommon, and generally harmless if it's localized. If what you are seeing is not a white spot pattern, but random, it might be mask blistering, in which case you could have a problem if it allows conductors to be exposed as mask flakes off. How much do you trust your vendor in reporting results of their tape test (if they did one)?
