There have been many comments on this subject but few asking why move away from HASL or do you not want to use tin/lead or lead-free HASL? There are lots of high end users that have found good PCB shops who are able to provide a good repeatable surface finish. Its key to work with your supplier and lead-free works well for solderability and assembly yields.
