They make both non-conductive and conductive inks.

The same company that Richard mentioned, ITW Dykem, makes black, fine point epoxy marking pens.  Epoxy is one of the best materials you'll find for adhesion, solvent and heat resistance.  They are available from McMaster-Carr, www.mcmaster.com as their cat no 15605T82 for $4.47 ea.  I found that this marker resisted even really strong solvents, such as ethyl acetate, if heat cured for about 30 seconds with the simple application of a heat gun.

I use these to paint a dot on a BGA if it is reworked. Two dots signify two reworks, etc.
No matter what system is in place to track multiple reworks, there is noting like a bright orange paint dot to heighten the rework operator's awareness that the component has already been reworked once (or twice, or 3X,.....) The paint pens can be used to mark sernos on all kinds of components, boards, etc. It takes about a 10 minute cure at 100 C, after that there is nothing that can remove the ink.
You will need to ensure the customer is OK with this. It is not a low-outgassing ink, but those are available from some companies as well, for space use.
I believe the companies that make the white PWB silkscreen ink also make pens for touching up that same ink. That is a low-outgassing ink, but requires a longer cure time. However, it is the same ink as is used on the PWB, so it is already qualified from a materials compatibility standpoint.

I need to serialize about 200 BGAs (simply write on them sequential numbers 1-200). The BGAs will be assembled, SnPb process with water soluble flux, then washed in plain water in our in-line washer.



In case the customer will not accept us scratching the numbers onto the top of the components, what kind of permanent ink can I use?



And would you see any issue with scratching the top of the components?
