Leland This problem is categorised as a Process Indicator, for Class 3 IPC-610, so as long as you log it & find the root of the problem, they can be accepted. Reworking them could cause reliability problems, so I always suggest that they are left just so. This can cause performance issues in RF or Mircrowave circuits, but for low frequency operation, would not be a problem. I suggest you change your policy, before you end up with land or component damage or weakness. If they are being loaded by hand, then a word with your operators would be wise, but this is a common problem with machine placement.
