Phil:   What you actually pay, and the cost to the fabricator may be wholly different numbers, however the cost to the fabricator of immersion Silver is (or should be) a small fraction of the ENIG system..
So, switching to immersion silver should cut cost...
Of course, you then have to ask the question what fraction of the total cost of the board is ENIG, and even if it were free, would you notice..
