Jack, In IPC-2221-A on page 17 (section 4) there is a table that has the Electric Strength of the different types of dielectric materials that you might be help you determine the cause of your problem. The other thing to keep in mind is that the Electric strength isn't linear over thickness. So that might be another source of your problem.
