因为"Procedure:"下文都是分为1,2,3,4等详细的一步一步的描述..
翻译成"步骤"比较适合国人的认知习惯,如果是"程序"的话可误认为"电脑程序"等歧义.
2. Skill level: Be translated “技能水平” or “技能等级”
从Skill Level 的定义来看,分成了3个等级,所以翻译成"技能等级"比较合适.如果说"分成了3个水平"似乎不合国人的语言习惯.
