Class 1--- There is no requirement to be good. Class 2--- There is a requirement to say you are good. Class 3--- There is a requirement to prove you are good. Currently there are too many loopholes (plated -through or otherwise) to make a fine distinction between 2 and 3 in some cases. There are several of us that are trying to scale the gray so in all cases should shall be shall. The move from Class 2 to Class 3 does not improve technical quality or reliability in any significant way [in fact, there is at least one instance where the tighter restrictions of Class 3 are detrimental to reliability], it improves accountability with a long paper trail and is rather costly.
