There's no limit in the spec on the number of rework cycles. I remember something in an old version of MIL-P-28809, or WS-6536 maybe, but we never had this imposed on us. But if we did, we'd have a heck of a time assuring this. We'd need to keep detailed maps of every component termination that was ever touched, for every occasion that a soldering iron was taken to the assembly. Or maybe not a map, but at least a record of every reference designator, and every pin. Lots of lead counting ..."Let's see, is that U13 pins 66 and 67 that need touchup, or 67 and 68? Darn, start counting down the row again..." And how long would we have to keep this information?
