IPC 610 is a standard, but some companies may have variences from that standard, that is their choice. Nothing in the 610 states that a mfgr must abideth by said standard or shall suffereth the dire penalties if they leave the straight and narrow path. There may be some mfg'g concerns that are not directly addressed by 610 that need to be clearly stated in an assembly document or standard, such as the addition of certain special hardware or adhesives (7.3.2 good section, but isn't clear enough for our end products). But an order of precedence should be clearly stated and signed off by all concerned parties. Somebody has to make the call. My personal preference, FWIW, is: 1) <company name> Manufacturing Standards 2) CM Manufacturing Standards 3) IPC standards 4) Component manufacturer guideline(s) 5) Other applicable industry standards May also want to refer to A-610, section 1.4.2, "Acceptance Criteria."
