The most obvious thing to me is that they routed the image out and exposed copper planes on the edges. We have a 1 mm designed keep-out area so even with the profile tolerance we always maintain a minimum copper clearance of .63 mm from the edge of the PB. This has elevated the issue to "Panic Mode" due to the involvement of EHS&Q (environmental health, safety and quality).
