I am sure that it serves to bring the helicopter and the wire to the same voltage. The helicopter is a big capacitor and needs to be charged, preferably not through the body of the person on the skids (or wheel wells). You do the same (maybe) when somebody gives you a very expensive ESD sensitive device: you shake hands first to equalize the voltage on the bodies, then you hand off the device. And when that helicopter lands, I would not want to touch it before it hits the ground. I might even give it a few minutes to discharge.
